URBACT II programme seeks to promote the exchange of activities between cities as well as the capitalisation of integrated urban development policies looking for the implementation of the Lisbon Strategy.
The programme funds 2 types of actions:
- Thematic networks: thematic networks fund activities of exchange of experiences and knowledge, recommendations and thematic studies, seminars, workshops, study visits... and the elaboration of a local action plan for each partner. The total budget of the projects must be between 300.000 and 710.000€ (ERDF funding of 80% for Convergence regions and 70% for Competitiveness regions) with a duration no longer than 36 months (including the 6 months of development of the final proposal).
The partnership of thematic areas is limited to 5 partners in the phase I from at least 3 countries from Convergence and Competitiveness regions. The lead partner must be a city.
For the second phase, the partnership must be enlarged until a minimum of 8 and a maximum of 12 partners. Consequently, each pre-selected proposal must add between 3 and 7 news partners.
- Working groups: the objective of the working groups is the development of results of high quality that may be used in the procedure of capitalisation of the programme. The total budget per project must be between 150.000 and 300.000€ (ERDF funding of 80% for Convergence regions and 70% for Competitiveness regions) with a duration no longer that 24 months (including the 4 months of phase II).
Working groups should be composed by 4 members in the phase I and can be enlarged during the phase II until 8 partners (minimum 6 partners). The lead partner must be a public authority.
The second call for proposals is opened from the 16th June until the 25th September 2009.
New aspects of this second call:
- project proposals should refer to the current economic and financial crisis framework or to the climate change impact;
- project proposals should follow one of the 16 thematic priorities defined in the attached table.
